Ohio House Bill 447

The Academy is joining the Ohio State Medical Association (OSMA) and the Ohio Hospital Association (OHA) in opposing House Bill 447 (HB 447). The bill would raise Ohio’s caps on noneconomic (pain-and-suffering) damages and permanently tie those caps to inflation, resulting in automatic increases over time. While framed broadly, the medical malpractice provisions are of particular concern.

Ohio’s current medical liability framework was adopted following significant market instability in the early 2000s, when malpractice premiums increased sharply, insurers exited the market, and physician recruitment and retention—especially in higher-risk specialties and underserved areas—were affected. The predictability of the existing system has helped maintain stability and access to care.

In November, 2025, OSMA and OHA submitted joint written testimony opposing HB 447, and the Academy of Medicine of Cincinnati has joined a coalition preparing a joint opposition letter to Ohio House members. The bill is expected to receive further consideration this session.

2025 Impact Report

In 2025, the Academy Foundation continued to demonstrate the powerful role physicians play in strengthening the health of our community. Through thoughtful grantmaking and strategic partnerships, the Foundation supported local nonprofit organizations working on the front lines of patient access, community health & stability, medical education, and physician wellbeing. These investments reflect a shared commitment to improving lives beyond the walls of clinics and hospitals.

This year also marked an important evolution in the Foundation’s work. In addition to supporting outstanding community partners, the Academy Foundation is becoming more directly involved in developing and advancing initiatives in its core focus areas—bringing physicians’ insight, leadership, and experience into projects that drive lasting change.

As physicians look for meaningful ways to extend their impact beyond daily practice, the Academy Foundation is creating opportunities to lead, collaborate, and shape solutions. Through strategic investment and hands-on initiatives, the Foundation empowers doctors to turn concern into action and insight into impact.

We are deeply grateful to our 2025 Giving Champions, donors, and volunteers whose generosity sustains and strengthens this work. Their commitment reflects a shared belief in the power of physicians to serve, lead, and improve health across our region.

Together, we are proving that when doctors come together with purpose, they can create meaningful, lasting improvements in health and opportunity for the people and communities we serve.
